When any vehicle, or combination of vehicles, equipped with pneumatic tires shall be operated, unladen or with load, upon any street in the village, with the exception of State Route 89, the gross weight on the road surface from the total vehicle, whether a single unit or a tractor semi-trailer combination, shall not exceed 20,000 pounds.
