§ 70.15  TIRES.
   All freight-carrying motor vehicles operated upon the public streets and alleys of the village shall have tires of rubber or other material of equal resiliency; provided, that solid tires shall be considered defective and the use thereof shall not be permitted if the rubber or other material has been worn or otherwise reduced to a thickness of less than three-quarters of an inch, or if such tires have been so worn or otherwise damaged so as to cause pounding on the pavement.
