§ 155.01 POWERS AND DUTIES GENERALLY.
   (A)   Membership. The Heritage Preservation Commission shall consist of five members: three shall be nominated by the City Council; one shall be nominated by the County Historical Society; one shall be nominated by the Planning Commission. All members shall be appointed by the City Council. The members nominated from the Waseca County Historical Society and the City of Waseca Planning Commission may serve only so long as they remain members of their respective organization.
   (B)   Officers. The Commission shall elect its own Chairperson and Vice-Chairperson, may provide for its own rules, by-laws and procedures and shall determine the date and times of its meetings.
   (C)   Principal duties. The Heritage Preservation Commission shall have the following duties and responsibilities:
      (1)   To engage in a comprehensive program of historic preservation and to preserve and promote the historical resources of the city;
      (2)   Designation of heritage preservation sites and districts;
      (3)   Advise the city’s Planning Commission and City Council on matters relating to heritage preservation;
      (4)   Act in a resource and advisory capacity to owners of historically significant sites regarding their preservation, restoration and rehabilitation;
      (5)   Promote the continuing education of the residents of Waseca with respect to the civic and architectural heritage of the city;
      (6)   Maintain a public register of designated and proposed heritage preservation sites along with the plans and programs that pertain to them;
      (7)   Make recommendations to the City Council regarding the allocation of public funds in support of historical restoration; and
      (8)   Such other duties and responsibilities as determined by this chapter and the City Council.
