(A) Recognizing certain limitations of this chapter in relating effectively wall signing situations within the city, and further recognizing there exist certain areas within the city that require special consideration, this section will provide a vehicle in which these areas can be handled. The areas of particular concern are:
(1) Scenic areas;
(2) Community and regional shopping centers;
(3) Industrial parks;
(4) Hospitals, historic preservation sites and district; and
(5) City owned parks.
(B) In scenic areas, community and regional shopping centers, industrial parks, hospitals and historic preservation sites and districts, the City Council by special permit may establish special regulations for signage which are either more restrictive or less restrictive than those provided by this chapter, having regard to the character of the area of special control to which the request will apply. The character and type of land use adjacent to these areas should be examined.
(C) (1) A comprehensive sign plan may be provided for business premises which occupy a shopping center, industrial park or scenic area development. Such a plan, which shall include the location, size, height, lighting and orientation of all signs shall be submitted for preliminary plan approval regulations to the city.
(2) Provided a comprehensive plan is presented, exceptions to the sign performance standards of this chapter may be permitted if the sign areas and densities for the plan as a whole are in conformity with the intent of this chapter and if the exception results in an improved relationship between the various parts of the plan.
(D) Any city owned park may be designated as an area of special control for signage by City Council Resolution, provided a recommendation from the City Park Board has been received by the City Council. The elements of the Resolution shall include all regulations and/or criteria to be placed on signage in the designated park.
