§ 151.103 BUILDING PERMITS.
   No building permit shall be issued for any construction, enlargement, alteration or repair, demolition or moving of any building or structure on any lot or plat subdivided or sold in violation of the provisions of these regulations, nor shall the municipality have any obligation to issue certificates of occupancy or to extend utility services to any parcel created in violation of these regulations. No building permit shall be issued for construction on any lot within a subdivision until all the roadways are paved with Class 5 base material so as to be accessible by emergency vehicles. In addition, no building permit shall be issued for construction on any lot within the subdivision until the developer provides the city with an affidavit stating that all grading within the subdivision exists as indicated on the approved grading plan. (This affidavit form will be provided by the city.) In addition, no certificate of occupancy shall be issued until all roadways required for the subdivision or required for the approved subdivision phase, and any other improvements in the development agreement are fully completed in conformance with the approved plans and specifications and accepted by the city upon recommendation of the Director of Engineering.
