(A) The term “dust” means any solid substances or any particle of any solid substance of any shape or size whether mineral or vegetable or a combination thereof which may be transported from one location to another through the air by winds or air currents of a velocity of 25 miles per hour or less.
(B) It is unlawful for any person to engage in any activity or operate any device which will result in the emission of dust within the city in quantities sufficient to injure the property or business of others or in quantities sufficient to be a detriment to or endanger the health, comfort and safety of the general public.
(C) It is unlawful for any person to engage in any activity or operate any device which will result in the emission of dust within the city without first taking all reasonable precautions to insure that the emission of the dust is reduced to a minimum.
(D) The emission of dust in violation of this section is hereby declared to be a public nuisance. Any nuisance may be abated by the City Manager with the aid of the Police Department.
