(A) No person shall directly or indirectly operate a gambling device or conduct a raffle without a valid license issued by the State Gambling Control Board unless license request is exempted under state rules.
(B) (1) Application shall be made to the State Gambling Control Board.
(2) The city shall receive notice and copy of the application and reserves the right to deny issuance of a state gambling license in the city through the Gambling Control Board.
