§ 96.01 AUTHORITY AND ADOPTION.
   (A)   The Park and Recreation Board is hereby authorized to propose reasonable rules and regulations governing the operation and use of all city parks. The regulations may include, but shall not be limited to restrictions on the use of property, hours of operation, safety regulations, provisions for protection of property, swimming and boating regulations, lifeguard duties, patrols and maintenance.
   (B)   Upon the recommendation of the Park and Recreation Board, or upon its own motion, the Council may adopt and amend the rules and regulations by ordinance and it shall thereafter be unlawful to violate any rule of regulation.
