(A) The excavation permit fee shall be established by the city in an amount consistent with Minnesota Public Utility Commission’s Rule 7919.1000.
(B) The obstruction permit fee shall be established by the Director and shall be in an amount sufficient to recover the city management costs.
(C) (1) No excavation permit or obstruction permit shall be issued without payment of excavation or obstruction permit fees.
(2) The city may allow applicant to pay the fees within 30 days of billing.
(D) Permit fees that were paid for a permit that the Director has revoked for a breach are not refundable.
