The following are hereby declared to be nuisances affecting health.
(A) Accumulations; organic matter.
(1) Exposed accumulation of decayed or unwholesome food or vegetable matter; and
(2) Accumulations of manure.
(B) Accumulations; refuse and debris.
(1) Accumulations of refuse or other debris; and
(2) Garbage cans and privy vaults which are not rodent-free or fly-tight or which are so maintained as to constitute a health hazard or to emit foul and disagreeable odors.

(C) Animals at large, rodents and vermin.
(1) All diseased animals running at large;
(2) Wandering livestock, including poultry, cattle, sheep or horses;
(3) Rodents and vermin, as defined by state law. See also: Waseca Property Maintenance Code, Section 302.5; and
(4) Carcasses of animals not buried or destroyed within 24 hours after death.
(D) Air, water, wastewater and soil pollution.
(1) All ponds or pools of stagnant water;
(2) The pollution of any public well or cistern, stream or lake, canal or body of water by sewage, industrial waste, or other substances; the effluence from any cesspool; septic tank, drain field or human sewage disposal system discharging upon the surface of the ground or dumping the contents thereof at any place;
(3) Discharge of toxic or noxious matter across the boundaries of any lot or through percolation into the atmosphere or the subsoil beyond the boundaries of the lot wherein such use is located; toxic or noxious matter in such concentrations as to be detrimental to or endanger the public health, safety, comfort or welfare or cause injury or damage to property or businesses; and
(4) Emissions of smoke, noxious fumes, gas, soot, other particulate matter or cinders, to a degree that is detrimental to or endangering public health, safety, comfort or general welfare. For the purpose of this subchapter, the regulations and standards adopted by the Minnesota Pollution Control Agency shall apply.
(E) Noxious weeds. All noxious weeds, as defined by state law. See also: Waseca Property Maintenance Code, Section 302.4.
(F) Refrigerators and other containers; exposed and accessible. The ownership, possession or control of any unused refrigerator or other container, with doors which fasten automatically when closed, or sufficient size to retain any person, to be exposed and accessible to the public without removing the doors, lids, hinges or latches or providing locks to prevent access by the public.
