§ 97.05 PERMIT APPLICATION.
   Any person or organization desiring to sponsor a special event that is not exempted by this section must apply to the city for a special event permit. The special event permit application must be filed not less than 60 days in advance of the date on which the event is to occur if the special event requires the closure of any street, any detouring of traffic or any significant impact on city services. This permit application period shall not begin until a complete application has been filed with the city. The applicant shall pay all additional costs incurred by the city as a direct result of the special event. Failure to provide a complete application is sufficient reason to deny the special event permit. The City Manager may waive the timeline at his or her discretion.
