§ 33.02 PERSONNEL POLICY.
   An employee personnel policy shall be established upon the recommendation of the City Manager and subsequent adoption by the Council. The policy shall thereupon become a part of the contract with employees, and both the city and the employees shall be bound thereby. All of the terms of the employee personnel policy shall be distributed to each individual city employee, and all amendments thereto shall be similarly distributed upon adoption. The City Manager is authorized to issue administrative directives not inconsistent with this policy. Administrative policies shall become a part of the personnel policy upon being filed with the Finance Department and distributed to each employee.
