§ 31.01 DEPARTMENTS GENERALLY.
   (A)   (1)   Each Department Manager shall be appointed by the City Manager and shall perform all duties required of his or her office, by ordinance or other law and duties as assigned by the City Manager. Nothing herein shall prevent the City Manager from assigning duties to a department not specified for that department or specified for another department as the best interests of the city.
      (2)   No public record, reports, correspondence or other data relative to the business of any department required to be retained shall be destroyed or removed permanently unless authorized by law, and then only with the knowledge and approval of the City Manager.
      (3)   The Department Managers shall:
         (a)   Be immediately responsible to the City Manager for effective administration of his/her Departments and all activities assigned thereto;
         (b)   Keep informed as to the latest practices in their particular fields and shall inaugurate with approval of the City Manager new practices as appear to be of benefit to the service and to the public;
         (c)   Submit reports of the activities of the departments as requested by the City Manager;
         (d)   Establish and maintain a system of records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the reports required by the City Manager;
         (e)   Have power to delegate to members of departments or divisions coming under their direction duties and responsibilities as may be deemed advisable together with proportionate authority for their fulfillment but in no case may they delegate their overall responsibility or any of their accountability;
         (f)   Have authority to recommend to the City Manager the appointment or removal of all subordinates under them; and
         (g)   Be responsible for the proper custody and maintenance of all city property and equipment used in their departments.
      (4)   Departments shall furnish services, labor, equipment or materials to other departments at the direction of the City Manager.
   (B)   The departments may include, but are not limited to the following hereto:
      (1)   Public Utilities, consisting of Water, Sewer and Electric;
      (2)   Finance/City Treasurer;
      (3)   Legal;
      (4)   Police;
      (5)   Fire;
      (6)   Public Works; and
      (7)   Community/Economic Development.
