§ 114.03  CONDITIONS WHEN LICENSE NOT ISSUED.
   The Board shall not issue the license to any person:
   (A)   Who has been convicted of unlawfully selling intoxicating liquors or narcotic drugs;
   (B)   Who is not a citizen and resident of the state;
   (C)   Who is of immoral character; or
   (D)   Who is a habitual user of intoxicating liquor or narcotic drugs.
