(A) Upon the second conviction of any of the following charges, the Chief of Police of the town is hereby directed without further authority from the Board to take up the driver's permit or license for a period of at least 15 days.
(B) The offenses herein referred to are:
(1) For parking in a no parking zone;
(2) For blocking any entrance or exit or any part of an alley;
(3) For blocking an intersection; or
(4) Double parking.
(C) For the third conviction of any of the above offenses the Chief of Police is hereby authorized and directed to take up the driver's permit or license for a period of six months.
