The driver's license or permit of any taxicab driver shall be revoked by the Board for a period of 30 days upon the first conviction and for a period of six months upon the second conviction and permanently upon the third conviction of the following offenses:
(A) Speeding;
(B) Reckless driving;
(C) Failure to observe stop signs; or
(D) Disorderly conduct, drunkenness, fighting, cursing, and using vile and vulgar language.
