§ 90.07  OWNER DEFINED.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   OWNER.  Any person owning, keeping or harboring a dog, and the head of the household shall be deemed the owner in respect to any dog owned, kept or harbored by any other person residing in the household.
