When any motor vehicle exceeding the weight restriction, as set forth in § 71.65 above, is left standing upon the right-of-way for a period of 24 hours or more, the owner shall be deemed to have appointed any investigating law officer his or her agent for the purpose of arranging for the transportation and safe storage of the vehicle, and the investigating officer shall be deemed the legal possessor of the motor vehicle within the meaning of that term as it appears in G.S. § 44A-1(1).
