No member of the Reserve Police Division shall, while on duty, carry or use any firearm except upon the express order the Chief of Police, and all official firearms shall be kept in custody of the Police Department except when issued to a member of the Reserve Division for use on active duty while accompanied by and under the supervision of one or more regular police officers.
