(a) For the purpose of locating stolen vehicles, a member of the Warrensville Heights Police Department may inspect any vehicle in the City of a type required to be registered under the vehicle registration code of the State of Ohio, in any public garage, repair shop, parking lot, new or used car lot, automobile dismantler’s lot, vehicle shredding facility, vehicle leasing or rental lot, vehicle equipment rental yard, vehicle salvage pool or other similar establishment, and may inspect the title or registration of the vehicles in order to establish the rightful ownership or possession of the vehicle.
(b) A member of the Police Department may also inspect, for the purpose specified in subsection (a), implements of husbandry, special construction equipment, and special mobile equipment in places described in subsection (a), or when such vehicle is transported upon a highway.
(c) Whenever possible, inspections conducted pursuant to subsection (a) or (b) shall be conducted at a time and in a manner so as to minimize any interference with, or delay of, business operations.
(d) No person, without privilege to do so and with purpose to prevent, obstruct, or delay the performance of a police officer from inspecting any place described in subsection (a), shall do any act which hampers or impedes a police officer from making an inspection pursuant to this section.
(e) Whoever violates this section is guilty of obstructing vehicle inspections, a misdemeanor of the second degree.
