§ 33.39 BY-LAWS AND GUIDELINES.
   The Economic Development Advisory Council may, as it deems necessary establish such rules, by- laws and guidelines as it my deem necessary and appropriate to carry out the responsibilities charged to it. The rules, by-laws and guidelines shall be subject to approval of the Board of Commissioners and the County Council.
