The purpose of this chapter is to provide a means for fair and efficient enforcement of city vehicular standing, parking, and condition of vehicle regulation violation(s) as may be allowed by law, through an administrative adjudication of such violation(s) within the geographic boundaries of the city and a schedule of uniform fines and penalties and authority and procedures for collection of unpaid fines and penalties pursuant to section 11-208.3 of the motor vehicle code 1 .
