1-9-4: POLICY MAKING EMPLOYEES:
   A.   Political Affiliations: A public official may not consider the political affiliation of any candidate or incumbent, except for those in a policy making salaried municipal position with the city, e.g., city administrator.
   B.   Discrimination In Appointments: No person shall be appointed to, or removed from, or in any way favored or discriminated against with respect to any appointive office because of his race, religion, national origin, sex, political opinion or affiliations, if otherwise qualified for the position or office. However, this provision does not impair the appointing authority's discretion in determining the requirements for a position or job assignment of a person holding such a position.
   C.   Promise Of Appointment: Except as provided in subsection A of this section, no public official shall promise an appointment to any salaried municipal position as a reward for any political activity or cause any city employee to contribute to or perform services for any political party or cause as a condition of continued employment.
