Provisions of this section 7-2-3 relative to securing permits shall not apply to officers or employees of the City engaged in doing work for the City; nor to persons doing work for the City under contract; nor to persons operating under a franchise or grant from the City, if such franchise provides for the making of excavations or any tunneling without securing a permit therefor.
