Whenever more than fifty percent (50%) of an improved roadway surface is disturbed or adversely impacted in such a manner that, in the opinion of the City's Engineer, or the City's designated engineering firm, future reconstruction or major repair to the street will be required as a consequence of the proposed work, it shall be the responsibility of the permittee to provide a full width, full depth reconstruction of the street in accordance with the specifications set forth herein. Permittee shall make application to the City, together with the appropriate plans, specifications and drawings, and no work shall be commenced except upon approval of those plans, specifications and drawings and the issuance of the necessary permit and the payment of fees, if any, as may be required.
