Such notice shall describe with particularity the tree or other plant which has been declared to be a public nuisance and actions which the property owner may undertake to abate the nuisance, and shall require the elimination of the nuisance within thirty (30) days after receipt of the notice by the property owner, provided that, upon a showing of good cause, said period may be extended for thirty (30) additional days.
3. If the property owner cannot be located following diligent inquiry by the City employee, such notice shall be served upon the occupant or person in charge of the property upon which the nuisance is located and shall be published in a newspaper of general circulation at least once, but no action may be taken under this section until thirty (30) days after the time of publication.
