5-4-5: NEIGHBORHOOD EVENTS/STREET CLOSURES:
Upon receipt of an application for a block party or other neighborhood event, not less than thirty (30) days before the proposed event, the chief of police may authorize a permit to allow the temporary closure of specific streets to general traffic for the event. The permit shall be valid only for a specific period of time, which shall be set forth in the permit. The applicant shall be responsible for the payment of any costs incurred by the city in providing equipment or services for the event, and said payment shall be made prior to the issuance of the permit. The permit application shall be denied if, in the reasonable discretion and determination of the chief of police, the proposed closure of the specific streets would have a materially adverse effect on the free flow of traffic in the area adjacent to the event or would otherwise jeopardize the health, safety or welfare of the city or its residents.
