1-6-18: FINANCE DIRECTOR:
   A.   Office Established; Appointment: There is hereby established the Office of the Director of Finance of the City, which office shall be appointed by the City Administrator.
   B.   Responsibilities: The Director of Finance shall be responsible for:
      1.   The operation of the Finance Department and the supervision and direction of its employees.
      2.   Advising the City Administrator and City Council and other officials on fiscal matters of the City.
      3.   Assisting the City Administrator and Budget Officer in the preparation of the annual budget, including forecasting revenues, compiling expenditure requests, coordinating the printing of the proposed budget document, preparing the annual tax levy ordinance, and monitoring budget performance.
      4.   Investing City funds in accordance with State laws and City ordinances. The Director of Finance is hereby authorized to invest said funds. The Director of Finance shall make full and complete written reports to the City Council at least once each month detailing the investments made.
      5.   Performing the following duties as designee of the City Treasurer:
         a.   Receive all tax monies belonging to the City and keeping the books and accounts in accordance with State and Federal Statutes, and as prescribed by the Corporate Authorities.
         b.   Make a written monthly report to the Mayor, City Council and City Administrator of all money collected.
         c.   Keep a separate account of each fund and the debits and credits belonging thereto.
         d.   Keep a true and accurate account of all monies paid into the Treasury, showing from whom and on what account received; pay out all such sums of money as may be authorized by the Mayor and City Council.
