The driver of a service vehicle is, only to the extent permitted by state legislation and required by the exigencies of the work to be done, exempted from the restrictions imposed by this title. He is not to any degree exempted in traveling to the location involved, nor is he exempted from the responsibility to act in accordance with safe practices or with the directions of a police officer.
