5-1-1: PURPOSE:
It is the purpose of this title to provide such regulations as may be required in order that the public highways may be used safely and efficiently for their legitimate purposes.
It is not the intent of this title that it be used to harass, or to extract penalties from the public. (Ord. 61, 3-11-1969)
