Unless a permit has been issued by the city council, it shall be unlawful for any person to cause a display of consumer fireworks or pyrotechnic fireworks within the city, nor shall any person, including a consumer operator, produce a visible or audible effect from any such fireworks by the explosion, combustion, deflagration, or detonation of same within the city.
