It shall be the duty of the owner or person in custody of any dog kept in the city to have the dog inoculated against rabies at least once each year. No license for a dog shall be issued unless the applicant exhibits a certificate by a veterinarian showing compliance with this section within one year prior to the issuance of the license. A current rabies vaccination tag shall be attached to a collar or harness and worn at all times by the dog for which the certificate and tag have been issued, except when such dog is confined.
