The owner or keeper of any licensed dog may, upon the death, sale or removal of such dog from the city, have the license issued therefor, transferred to another dog owned by him upon making application for such transfer in substantially the same form herein provided for, and the payment to the city clerk of a transfer fee of one dollar ($1.00).
