Each committee, board and commission is hereby authorized to adopt its own rules of procedure so long as those rules are consistent with the state and federal statutes and the ordinances of the city. Should any committee, board or commission not adopt its own rules of procedure then the rules of procedure for such committee, board or commission shall be the edition of "Robert's rules" then in effect for the city council.
