1-5-6: ORDINANCES:
   A.   Style Of Ordinances: The style of all ordinances shall be:
BE IT ORDAINED BY the City Council of the City of Warrenville, Illinois....

   B.   Record Of Ordinances: The clerk shall keep a record of all ordinances passed in an ordinance book for such purpose and shall supply copies of passed ordinances to the public safety, legislative and intergovernmental affairs committee chairman for his book. All ordinances imposing any penalty for a violation thereof or making any appropriation shall be published as required by statute 1 , either in a newspaper or in pamphlet form, in which case, the ordinance in its pamphlet form shall be displayed for a reasonable period in a public place in the city hall.
No ordinance, which must be published to comply with subsection A of this section, shall go into effect until ten (10) days after it is so published unless a statement of the urgency of the ordinance is contained in it and it achieves passage by a two-thirds (2/3) vote of the members of the council then holding office. In all other cases, the ordinance shall go into effect upon the passage thereof, as provided by statute, even though the operation of the ordinance may not take effect until a later date.    C.   Reading Of Ordinances: All ordinances presented to the council shall have a first reading at a meeting of the council and a second reading at a subsequent meeting of the council, prior to passage by the council. The second reading requirement shall be deemed to have been met if the ordinance is placed upon the consent agenda for second reading. (Ord. 1039, 6-5-1989)
If an ordinance has a first reading and then fails to have a second reading at the next subsequent meeting of the council, it shall be considered to have died on the floor and may not be considered again until a first reading is again held on it.
The second reading of any ordinance may be waived by a motion and majority vote of the members then holding office. The ordinance may then be passed at its first reading. (Ord. 469, 10-15-1979)
