The following shall be the standing committees of the city council and their respective duties:

Other committees may be instituted from time to time by a two- thirds (2/3) vote of the city council, to serve the changing needs of the city government. Membership on these other committees shall follow the same guidelines prescribed for standing committees. The lifetime of such other committees shall in no case exceed the limits of the two (2) year period between municipal elections, however, and each newly elected city council shall have the option of reinstituting previous other committees by another two-thirds (2/3) vote of the city council.
Committee membership and organization shall be governed by the following:
A. All standing committees and other committees shall be comprised of the aldermen, plus the mayor as an ex officio member. The committee members shall select the chairman for each committee. Standing committee chairmanships shall remain in effect until amended by a two-thirds (2/3) vote of the city council.
B. Action on any committee report or recommendation of any standing committee or other committee may be deferred for final action thereon to the next regular meeting of the city council after the report or recommendation is made, upon the request of any three (3) members of the city council then holding office.
