There shall be filed with each application for a license to operate a game room a nonrefundable investigation fee of three hundred seventy five dollars ($375.00). No investigation fee shall be required for the license of an owner of a game room. The investigation fee shall not be required for any applicant who then holds a valid liquor license within the City.
