The following fees shall apply and shall be submitted with the application for license:
A. License fee: Sixty dollars ($60.00) per person.
B. There shall be no fee for licenses for representatives of religious, political or not for profit organizations. The City Clerk shall have authority to decide whether any such organization falls within the meaning of this section.
