It shall be unlawful to refuse to grant admittance to the premises at any time upon the verbal request of the local liquor control commissioner, or any police officer or health officer authorized by him, of the city, for the purpose of determining whether or not the Illinois liquor control act or the provisions of this chapter are being violated.
