(A) The form of Employment Handbook attached to and adopted by Res. 8-1995 as Exhibit A is hereby adopted by reference and made a part of this code the same as if set forth herein at length. The policies, procedures, and provisions contained therein shall supersede prior employment policies to the extent such policies are inconsistent with express provisions contained in the Employment Handbook provided, however, that any new privilege or benefit set forth in the handbook shall apply only prospectively after adoption.
(B) A copy of the Employment Handbook is made a part of the permanent record in the office of the Clerk-Treasurer.
