(A) A Rate Stabilization Fund is hereby re-established within the Warren Municipal Electric Utility.
(B) Regular monthly transfers shall be made from or to the Utility’s Cash Operating Fund to or from its Rate Stabilization Fund, with the direction and amount of such transfers to be determined and effective annually as of the implementation of the Utility’s Annual Tracker Factor in April of each year.
(C) Such transfers shall commence in April of 2004 with regular monthly transfers from that Cash Operation Fund to the Rate Stabilization Fund, in the amount disclosed within the annual tracker report.
