§ 32.36  TOWN MARSHAL.
   (A)   The Town Marshal shall be appointed by the Town Council, to serve at the pleasure of the Council.  Before taking office, the Town Marshal shall take and subscribe an oath of affirmation for the faithful performance of the duties of that office.
   (B)   The Town Marshal shall give a bond payable to the state with surety to the approval of the Town Council, in such an amount as Council shall direct; however, the bond shall be for a sum not less than double the amount of the estimated public funds that may come into the Marshal's hands at any time during the Marshal's term.
   (C)   It shall be included in the duties of the Town Marshal to serve all notices or documents directed to him by the Town Clerk-Treasurer or the Town Council and the Marshal shall perform such other responsibilities as the Town Council may direct.  He shall wear a badge plainly designating the office.  He shall patrol the streets of the town and shall preserve order.  He shall act as traffic-control officer and shall direct traffic when appropriate.
   (D)   In the event of fire the Town Marshal shall remain close by to guard against thieves and incendiaries during the time of the fire.
   (E)   The Town Marshal shall, upon application from persons about to build or repair a real estate improvement, issue a permit for the temporary obstruction of not more than one- half of the street, alley, or sidewalk for a definite time, not exceeding 90 days, unless a special permit is given by the Town Council.
   (F)   It shall be the duty of the Town Marshal to attend meetings of the Town Council unless excused, and to obey the directions of the President in preserving order.  While in attendance he shall have the power of a Sergeant-at-Arms.
   (G)   Certain services now available through the Town Marshal's Office will be provided to the general public at the following rates:
