§ 32.16  DUTIES OF FIRE CHIEF.
   (A)   The Fire Chief or person then acting as such, while acting in the line of duty, shall protect and safeguard the fire- fighting equipment and other property of the town, and shall have the power to issue directions  to others present who  are  not  firefighters, which orders such others shall be required to obey.  No person shall willfully refuse to obey such order or hinder the performance of the duties of any member of the Fire Department.  The Fire Chief, either in person or by any other person deputized by him to do so, shall have power to arrest any person who violates any of the provisions of this subchapter or who, at the time of any fire or alarm of fire, shall be guilty of any breach of peace, or of injuring any person or property, or committing any act of larceny.
   (B)   The Fire Chief shall, at least once every year, make and deliver to the Town Council an inventory of all supplies and machinery on hand and report the condition thereof, together with a report of the activities of the Fire Department and any recommendations he considers appropriate to make in the interest of the efficiency of the Fire Department.
   (C)   The Fire Chief shall in all things comply with the rules and regulations as now or hereafter prescribed by the State Fire Marshal, or authorized deputies, for the protection of property within the town.
   (D)   The Fire Chief shall use all reasonable means to abate fire hazards, and in the event of fire shall direct the Fire Department in its efforts to extinguish the fire.  All other members of said Department, including the driver of the firetruck, shall be subject to the orders of the Fire Chief.  In the absence of the Fire Chief, the Assistant Fire Chief, First Captain, Second Captain, in that order, shall assume and have the power herein reposed in the Fire Chief.
   (E)   It shall be the duty of the Fire Chief, or designee, to attend the regular meetings of the Town Council whenever requested by any member of the Town Council, and to advise the Council in the interests of the Fire Department and the performance of its functions, and to present requisitions for necessary supplies and repairs for the Department, and for the firetruck, as required of the heads of other departments.
