§ 32.15  ESTABLISHMENT OF FIRE DEPARTMENT; COMPOSITION.
   Establishment of Fire Department; composition.
   (A)   The Town Fire Department shall consist of a Fire Chief, an Assistant Fire Chief, a Secretary-Treasurer, and such additional persons as the Town Council shall from time to time determine to be necessary to secure the efficient functioning of said Department.
   (B)   The Fire Chief shall be appointed by the Town Council, the Fire Department having the privilege of recommending a Fire Chief to the Town Council for approval and appointment.
   (C)   The membership of the Fire Department shall elect one of its members to act as Secretary-Treasurer.  All other members are to be selected by the membership of said Department, in accordance with the rules, regulations, and bylaws thereof.  However, such selection shall at all times be subject to approval of Council.
   (D)   The members of said Department shall also have power, subject to review by Council, to suspend or expel any member thereof for the good of the Department, according to the provisions of said rules, regulations, and bylaws, provided the Town Council shall also have power to remove any member of said Department or to suspend any such member, for such cause and after such person has been given an opportunity to be heard in defense, and provided further that if for any reason the town should at any time be without a Fire Department, the Town Council shall have power to appoint members of said Fire Department, who shall thereafter proceed to organize as herein provided.
