Upon the payment of the license fee and fees herein provided, the Clerk-Treasurer shall issue to the applicant a printed or written license, and the same will constitute a permit authorizing the person therein named to harbor, maintain, and operate for a period of one year from the date of said license, but not to exceed January 1 of the year following issuance of the license.
