(A) It shall be the duty of the owner or his agent of each building to apply at the office of the Clerk-Treasurer for a number for the building. Whenever any new building shall be erected, it shall be the duty of the owner or his agent to ascertain from the Clerk- Treasurer the number that shall be placed upon the building.
(B) The owner or his agent, upon being assigned a number for his building, shall cause to be placed upon the building that number in a conspicuous place.
