(A) Wayne Street, running in a general northerly and southerly direction shall be the base line for the numbering of all the buildings on all streets running east and west. First Street and Adams Street, both running in a general easterly and westerly direction, shall be the base line for the numbering of all buildings on all streets running north and south. First Street for streets running parallel to Wayne Street, and Adams Street for all streets intersecting or running perpendicular to Adams Street.
(B) Each square shall be allotted 100 numbers. Those buildings situated to the left side of any street perpendicular and going away from any base line street shall be allotted odd numbers, and those buildings situated to the right side of any street perpendicular and going away from any base line street shall be allotted even numbers.
(C) Each of the first squares east, north, west, and south of the respective base line streets shall be allotted the first 100 numbers, and each successive square thereafter in each respective direction shall be allotted the successive 100 numbers. Buildings on streets which do not adjoin or connect to the base line streets shall be allotted numbers, so far as is practicable, equal to those numbers on the nearest parallel streets.
(D) The lowest numbers in each square shall be assigned to the building nearest to the base line street having regard to division (B) as set forth for the even and odd numbers.
(E) In assigning numbers on existing buildings, regard shall be had for vacant land and for each 20 feet or any portion of the vacant land, one number shall be reserved in its logical order and remain unassigned until such time as a building is erected.
(F) For all buildings on circular or diagonal streets the plan for numbering the same shall follow the plan as set forth in this subchapter as nearly as practicable.
