If an excavation is in a street with a hard surface laid upon a concrete foundation, or is in a concrete street, then the concrete foundation or concrete street shall be excavated to a width of at least eight inches on each side wider than the excavation in the earth below the surface of the street. After the excavation has been properly refilled, inspected and approved by the head of the Street Department, said base, foundation, or concrete street shall be rebuilt with good concrete and the street otherwise restored and put in the same condition as before the excavation, as nearly as possible, and to the entire satisfaction of the head of the Street Department or the Town Council.
