§ 92.99  PENALTY.
   Any person violating any provision of this chapter shall be guilty of a violation, and upon conviction of a first violation in any calendar year shall be fined any sum not to exceed $50, and for the second and subsequent violations in any calendar year shall be fined any sum not less than $50 and no more than $100.
