Any animal impounded hereunder may be reclaimed as herein provided upon payment by the owner to the Animal Control Authority of the sum of the current fees and charges for each day or part thereof, after the first four hours that such animal is under the custody and control of the Animal Control Authority. Impoundment fees set forth herein shall be collected for the town, and retained by it to help defray the costs of keeping such animals and of enforcing this chapter.
